This legislation prohibits any local ordinance from mandating releasing an accused on his or her own recognizance before being brought before a judge of any court of inquiry with an elected judge or other judge sitting by designation under authority of such judge enters a written order specifying the reasons why such person should be released upon their own recognizance.

This legislation requires that all juvenile intake officers receive initial 8 hour training and 2 hours annually after the initial training.  The bill also allows the court to consider hearsay evidence in juvenile proceedings if it is relevant to the case.
